Meet The Owners
Rullie Hallman, ATP, CRTS
Rullie Hallman is a co-founder and the Director of Rehab of Certified Seating and Mobility. During his time with the company he has built a team of ATP’s to serve the complex rehab community and their wheelchair needs. As the Director of Rehab, he strives to lead his team by example through his knowledge, work ethic, and compassion. He works closely with the ATPs to ensure the clients have an amazing experience and receive the best possible solution for their needs. Rullie has been actively involved in complex rehab technology for 20 years and has been a practicing ATP fitting and designing wheelchairs for clients for the last 9 years. When he is not working on wheelchairs, you can find him on the golf course fine tunning his swing or riding his bike.
Noelle Hallman, ATP
Noelle Hallman is a co-founder and the President of Certified Seating and Mobility with 20 years of successful management of all aspects of the DME business. Noelle specializes in compliance and funding and regularly attends national training sessions to educate on compliance, such as billing, complex rules and regulations, and new and emerging technology. She is actively involved in all aspects of the company and dedicates herself to ensuring every client receives the best customer service possible. When she is not at her desk you may find her out cycling through the streets of Atlanta.
Our Team
Esmeralda Alvarez
Office Manager
Esmeralda oversees her team collecting the necessary medical records and documentation, applying for insurance authorizations, and filing your insurance claim. Fluent in Spanish and English, she is always willing to jump in and assist with our Spanish speaking clients. Esmeralda is a successful team leader that encourages her team to strive for excellence in customer service and to always exceed our customer expectations.
ATP's
Our ATPs will support you throughout the equipment evaluation and selection process. They will deliver
your equipment, make all the necessary adjustments, and provide training to you and your family or
caregivers on how to operate. After delivery, if your needs change our ATPs will always be there for you
to accommodate any required adjustments or modifications.
Gaye Barge
PTA, ATP, CRTS
Over 30 Years of Experience, skills and experience include over 25 years of Physical Therapy experience and has been an ATP for over 5 years.
Jordan Yancey
OTA, ATP
Over 10 Years of Experience, skills and experience include over 10 years of Occupational Therapy experience and has been an ATP for 2 years.
Raoul Harlan
ATP, CRTS
Over 30 Years of Experience as an ATP, skills and experience including Adult and Pediatric Rehabilitation Products, custom mold certifications, and vast knowledge of the CRT field.
SLP's
Our SLPs will support you throughout the equipment evaluation and selection process. They will coordinate with your speech clinic to provide training to you and your family or caregivers on how to operate. After delivery, if your needs change our SLPs will always be there for you to accommodate any required repairs or modifications.
Jennifer Lightfoot, M.Ed., CCC-SLP
Over 7 years of experience as a treating SLP in a clinic setting specializing in treatment to the pediatric population with various developmental disorders/delays
Jocelyn Ruiz
Customer Service
Our customer service coordinators will work with you hand in hand throughout the entire process from start to finish. They will help you navigate this process from receiving the initial referral to delivery while ensuring all your needs are met with responsive, quick, and friendly customer service. You can always count on a friendly voice when you call our office as we put our customers first and will do everything we can to ensure you are happy with your equipment.

Service Coordinator
Our service coordinator will help you throughout the service process from receiving your request for service to completion of your repair while ensuring all your needs are met with responsive, quick, and friendly customer service.
CRT Technicians
Our CRT Technicians will play an important role in keeping you moving safely and comfortable. We know
you have high expectations for your wheelchair and you can count on us to perform your service and
repairs in a timely manner.
